KANYE West is moving to the UK ? so people take him seriously as a fashion designer.

The rapper ? who has spent lengthy stints in Britain over the past year ? has decided to base himself permanently in London.

Kanye, 34, held a party for his DW clothing label in the capital last week before flying back to the US for Christmas.

?He went home for the holidays but was proclaiming that he is now based in the capital and would return in early January,? a source told British newspaper The Sun.

?He?s close to the lecturers and students at the Central Saint Martins College and being in London means he can stop by for advice any time.

?He?ll be over here preparing his Paris Fashion Week show, due in March. He?s also been looking for a studio.

?While at the party Kanye was giving models his email address and cheekily asking them to send him photos.?

In up and down year for cable news, Fox dominates (AP)

NEW YORK ? It was a good year in the ratings for cable news networks. Or a rough one. It depends on your perspective.

Fox News Channel continued its dominance, with an average viewership that exceeded CNN and MSNBC combined in prime time and for the entire day, the Nielsen ratings company said Wednesday. Fox typically had 1.87 million viewers in prime time this year. The top 13 programs in cable news all aired on Fox.

Yet Fox was alone among the cable news networks in losing viewers ? down 8 percent in prime time and 5 percent for the full day, Nielsen said. The 2010 midterm election year was particularly engaging for Republicans, who make up a big part of Fox's audience.

CNN was up 17 percent in prime-time viewership with a revamped lineup that includes a double dose of Anderson Cooper and Piers Morgan replacing Larry King. CNN is third behind Fox and MSNBC in prime time but second for the day as a whole.

CNN's rivals acknowledge its gains but are quick to point out that last year represented CNN's worst year ever in the ratings.

MSNBC can take pride in surviving the exit of its most popular prime time personality, Keith Olbermann, who defected to Current. The network is up 2 percent over last year in its prime-time average, Nielsen said.

However, MSNBC is down 11 percent for the 8 p.m. time slot, which Olbermann occupied. Along with the continued popularity of Rachel Maddow at 9 p.m., MSNBC is showing rating gains at 10 p.m. because it replaced the Olbermann rerun that used to air at that time with an original show, currently hosted by Lawrence O'Donnell.

HLN, the former CNN Headline News, is up 20 percent over last year, with its popular blanket coverage of Casey Anthony's trial a big factor.

NBC had a rare win in the prime time rankings, with its Sunday night football programming leading the way.

During Christmas week, NBC averaged 7.2 million viewers in prime time (4.0 rating, 7 share). A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes; the share is the percentage of in-use televisions tuned to a given show.

CBS was second with 6.9 million viewers (4.4 rating, 8 share). When a network has a higher rating despite having a smaller audience, as CBS did, it indicates that more people were watching the network alone. NBC had more cases of several people gathered around the TV ? probably watching its Sunday night football game.

Fox had 5.5 million (3.2, 6), ABC had 4.4 million (2.6, 5), Ion Television had 1.1 million (0.7, 1) and the CW had 960,000 (0.6, 1).

Among the Spanish-language networks, Univision led with 3.3 million viewers (1.6, 3), Telemundo had 1.3 million (0.7, 1), TeleFutura had 450,000 (0.2, 0), Estrella had 220,000 (0.1, 0) and Azteca had 160,000 (also 0.1, 0).

NBC's "Nightly News" topped the evening newscasts with an average of 8.6 million viewers (5.6, 11). ABC's "World News" was second with 8.2 million (5.4, 10), and the "CBS Evening News" had 6.4 million viewers (4.3, 8).

For the week of Dec. 19-25, the top 10 shows, their networks and viewerships: NFL Football: Chicago at Green Bay, NBC, 24.02 million; "Sunday Night NFL Pre-Kick," NBC, 18.67 million; "Football Night in America," NBC, 14.73 million; "The X-Factor" (Thursday), Fox, 12.59 million; "NCIS," CBS, 12.37 million; "NCIS: Los Angeles," CBS, 11.43 million; "The X-Factor" (Wednesday), Fox, 11.23 million; "The Big Bang Theory," CBS, 9.28 million; "The Mentalist," CBS, 8.47 million; "Person of Interest," CBS, 8.14 million.

The Artist is the most surprising and delightful film of 2011.

A silent movie shot in sumptuous black-and-white, no less. A silent flick made with not a jot of distancing winking, but instead born of a heady affection for a bygone, very bygone, era of filmmaking.

It's a rocket to the moon fueled by unadulterated joy and pure imagination.

Strangely, wonderfully, The Artist feels as bold and innovative a moviegoing experience as James Cameron's bells-and-whistles Avatar did a couple of years ago.

"The Artist'' is a small, exquisitely-cut jewel in a style everyone assumes is 80 years out of date.

A beguiling tale about Hollywood's silent movie days that is itself silent, this made-in-L.A. French feature will charm cinephiles with its affection for one of the movies' golden ages.

It's a valentine to the cinema that comes from the heart.

It's easy to dismiss The Artist as a simple love letter to the silent-film era, but there is a lot more at work here than just an attention-getting gimmick.

Not only does 'The Artist' clearly demonstrate that something was lost when movies started talking, but it also proves that we haven't begun to learn what can be done with images alone.

It may be silent, but The Artist earns some very loud applause

The Artist is a slight confection, really, but it's so delicious and knowing that it may well end up on any number of cineastes' desert-island lists. It's certainly on mine.

"The Artist" may be too cute to qualify as high art, but it's highly entertaining.

The story and the silent-era conventions may not be entirely original, but the director revives this uniquely American storytelling style with such infectious joy and life-affirming enthusiasm that it's nearly impossible not to respond in equal measure.

Essentially a stunt, but an expertly executed one that's immensely enjoyable, especially for movie buffs...a nimble, exuberant lark.

'The Artist' paints a glorious picture of old Hollyood.

In the more eye-pleasing The Artist, the plot eventually comes too close to its inspiration, though its early moments were headed for mastery - and transformation - of style.

Hazanavicius crafted more than a replica of the silent era... a masterwork that likely won't be imitated. How many movies in 2011 can you say that about? Only the best one.

"The Artist" is a delightful treasure. It is a charming mixture of comedy, melodrama and romance that cinema lovers should make a point of experiencing.

This is not some clinical dissection of bygone cinematic techniques; it's a lively, appealing effort that mostly rises above mere novelty.

It's about more than the gimmick, and The Artist will be calling to you, entrancing you and making you feel the love.

Tom Brokaw: Don???t count out Chris Christie in 2012 [VIDEO] (Daily Caller)

Even though Republican New Jersey Gov. Chris Christie has repeatedly said that he will not run for president in 2012 and has even endorsed former Massachusetts Gov. Mitt Romney for the job, some are not counting him out of the race quite yet.

On the eve of the Iowa caucuses, some are imagining a scenario that would propel Christie into the race. On NBC?s ?Meet the Press? Sunday, former ?Nightly News? anchor Tom Brokaw?explained that if the Republican race for the nomination culminates in a brokered convention, Christie could be goaded to get in.

?Yeah the other thing is [Romney] could draw this out,? Brokaw said. ?And we could get to a brokered convention. I mean, if this gets downstream in the current mode there are a lot of old establishment Republicans who are going to be going to the state house in New Jersey and saying to Gov. [Chris] Christie, you?ve got to get in on this. They?ve got to find somebody else who can be a player, or, I think, outside of that, you?re going to look at a lot of possibilities of third-party candidates jumping in.?

New York Times columnist Tom Friedman questioned how a brokered convention would play out in the modern world.

?David [Gregory], what?s interesting ? will it be brokered on Twitter, or a smoke-filled room?? Friedman asked.

(AP) ? Republicans in search of their party's presidential nomination are returning to campaign mode after a brief Christmas respite, with Rick Santorum planning a hunting trip with conservatives in Iowa and Mitt Romney phoning supporters.

With just a week until Iowa holds its leadoff caucuses and many still undecided, the final push ahead of the Jan. 3 contests was heading into a critical time. Campaigns planned new television ads and phone calls to persuade holdout caucusgoers still weighing their options.

Romney, who kept this state at arm's length for most of the year, seemed to increase his efforts in Iowa as polls found him in a stronger position. He planned to talk with supporters in a series of telephone calls here and to New Hampshire and Florida on Monday between working on a speech that aides described as his final pitch to Iowans. Romney planned to deliver that speech Tuesday evening and then set out on a bus tour of Iowa.

However, he was to share the highways with Rep. Michele Bachmann, Texas Gov. Rick Perry and former House Speaker Newt Gingrich. All scheduled bus tours to start then, too.

Each is running out of time and looking to derail Rep. Ron Paul, the Texas congressman who seems to have the most sophisticated network of volunteers ready to organize ahead of the caucuses. Paul was to return to Iowa this week to meet with supporters he has kept in touch with since his unsuccessful run in 2008.

Others, too, were ready to turn on their own political machines and had fresh ads ready to air.

Gingrich, who last week criticized the negative tone of the campaign, was ready to directly challenge Romney on the economy, an issue Romney has made central to his campaign. Gingrich's standing in public and private polls has slipped as he faced unrelenting criticism from the candidates and their allies.

Gingrich was expected to use clips from Romney's previous campaigns distancing himself from President Ronald Reagan and pitch Gingrich's economic plan as "Reaganomics 2.0." Gingrich also was expected to compare Romney's tax plan with his own.

Santorum, meanwhile, planned to announce support from another wave of Iowa conservatives. He scheduled a pheasant hunting trip in Adel for Monday afternoon. While he trails in polls and has not spent significant money on ads, Santorum is hoping his nonstop courtship of Iowans yields a late surge. He visited all 99 of Iowa's counties during the summer ? an accomplishment Bachmann has feverishly tried to replicate.

Bachmann, a congresswoman from Minnesota, last week darted through small towns, reminding voters that Santorum lost his 2006 re-election bid in a blowout and that Paul's foreign policy views were outside the party's orthodoxy. Looking to recapture voters' interest, her plan was to return to hand-to-hand campaigning on Tuesday.

Perry, too, was looking to keep up his message: his rivals are insiders unable to change Washington. He planned to return to his tour bus on Tuesday.

Meanwhile, former Utah Gov. Jon Huntsman kept his focus on New Hampshire. Early in the campaign, he said he would not compete in Iowa and instead make his start in New Hampshire, which comes second on the nominating calendar.

Judge issues warrant for sports agent Leigh Steinberg

Leigh SteinbergAn Orange County court commissioner has authorized a bench warrant for?Newport Beach sports agent Leigh Steinberg, who partially inspired the film "Jerry Maguire," but there are no plans to arrest him, court and law enforcement officials said Thursday.

Steinberg, 62, failed to appear in Orange County Superior Court on Dec. 15 for a debtor's examination, triggering the commissioner to OK the bench warrant on the condition that the party suing him pay the court fees, according to court spokeswoman Carole Levitzsky. Bench warrants typically lead to arrests when the subject is picked up for another crime, such as a traffic violation.

The Newport Beach-based Irvine Co., which filed a lawsuit alleging that Steinberg owes $1.4 million in back rent for office space in Newport Beach, did not pay the warrant fee, Levitzsky explained.

That means there is no warrant out for Steinberg's arrest, Levitsky said, and Orange County Sheriff's Department spokesman Jim Amormino confirmed that.

The warrant would become active, however, if the Irvine Co. pays the court fees.

Irvine Co. spokeswoman Erin Freeman declined to comment on the case.

Steinberg, in an interview with the Daily Pilot, said he failed to attend the court hearing based on advice from his attorney. He said he wants to set a new court date with counsel for his landlord.

Dollar trades in tight range after US jobs data (AP)

NEW YORK ? The dollar was practically unchanged against the euro Thursday after the U.S. government said the number of people applying for unemployment benefits dropped last week.

The Labor Department said applications for unemployment benefits fell 4,000 to 364,000, the fewest since April 2008. The report suggests that layoffs are starting to slow.

The euro slipped to $1.3043 in late trading Thursday from $1.3044 late Wednesday.

In other trading Thursday, the British pound rose to $1.5678 from $1.5671 from late Wednesday. The dollar rose to 78.17 yen from 78.09 yen and to 0.9364 Swiss franc from 0.9362 Swiss franc.

The dollar fell to 1.0212 Canadian dollar from 1.0280.

Banks give Europe shares a lift, U.S. data eyed (Reuters)

LONDON (Reuters) ? Easier European bank-to-bank lending rates and hopes a batch of U.S. data would confirm an improving economic picture, lifted world stocks and the euro on Thursday, but concerns that Europe's debt crisis could intensify kept a lid on the rises.

U.S. stock index futures also pointed to a higher open on Wall Street with the key S&P 500 index on track to record its third straight day of gains.

The final reading on third-quarter GDP, which is expected to confirm a 2.0 percent annualized pace of growth, will be key to sentiment. Investors will also be watching weekly jobless claims, the Thomson Reuters/University of Michigan Surveys of Consumers and the November report on leading economic indicators from the Conference Board.

In Europe, bank stocks were among the top gainers on sharemarkets after Wednesday's first-ever three-year tender by the European Central Bank drew bids for a record 489 billion euros ($638 billion) for the low interest rate loans from 523 banks, well above the 310 billion euro take-up forecast.

The scale of the funding operation initially exacerbated concerns about the health of the financial system appeared to be easing pressure on the banks, though concerns remain that it offers no fundamental fix for the region's debt problems.

"In the longer-term the liquidity provided yesterday is not going to solve the debt crisis, it is not going to help southern European countries with their problems in getting control of their public debt," said Niels Christensen, FX strategist at Nordea.

Key euro zone bank-to-bank lending rates fell in response to the lending operation.

Three-month Euribor rates, traditionally the main gauge of unsecured interbank euro lending, fell to 1.410 percent from 1.416 percent on the prospect of a flood of new cash entering the financial system. Longer-term rates also fell.

However, U.S. dollar funding costs for euro zone banks rose further as the supply of greenbacks to money markets remained scarce, but this was seen as partly due to year-end pressures.

"Overall, we view the large uptake (at the ECB tender) as positive for the European banks. Leaving aside whether it is good policy or not, it removes funding risk, adds to profits, and also adds to retained earnings and capital," Deutsche Bank analysts wrote in a note.

The euro was up just 0.1 percent to $1.3060 after hitting a session high of $1.3120 in early trade. The single currency is holding steady above an 11-month low of $1.2945 hit last week with traders seeing major support around $1.30, the December 14 low.

In the share market the pan-European FTSEurofirst 300 index gained around 1.1 percent but is still set to end the year with over a 12 percent loss. The Stoxx Europe 600 bank index (.SX7P) was up 1.5 percent and has gained over 10 percent in the past month.

Miners and oils, which perform well when economic growth is strong, were also among the main movers, with the STOXX Europe 600 Basic Resources index (.SXPP) and the STOXX Europe 600 Oil & Gas index (.SXEP) both up 1.9 percent.

Global stocks, as measured by MSCI world equity index (.MIWD00000PUS) edged up 0.25 percent, on track for a fall of about 12 percent in 2011.

Investors are winding down for year-end and trading volumes are set to dwindle but the threat of mass credit ratings downgrades for the euro zone countries is still hanging over the market.

Euro zone debt markets are expected to come under fresh pressure with some 230 billion euros of bank bonds, up to 300 billion in government bonds, and more than 200 billion euros in collateralized debt all maturing in the first quarter of 2012.

ITALIAN CONFIDENCE VOTE

In debt markets attention was focused on Italy where a vote of confidence is due in the upper house on Prime Minister Mario Monti's government to seal approval of a 33-billion euro ($43 billion) austerity package.

The package passed in the lower house last week and is expected to succeed just as easily in the upper house. Were Monti to lose the vote, his government would collapse.

Italian 10-year bond yields were little changed ahead of the vote at around 6.8 percent after the ECB was forced to step back into the secondary market on Wednesday as yields jumped higher in the wake of the ECB's loan tender.

Commodities markets were muted in thinning pre-holiday trade, with London Metal Exchange copper up about 0.9 percent at $7,520 a ton and Brent crude oil gained around 0.3 percent to around $108.03 a barrel.

ICC dismisses charges against Rwandan suspect (AP)

THE HAGUE, Netherlands ? International Criminal Court judges dismissed charges Friday against a Rwandan rebel accused of involvement in the murder, rape and torture of Congolese villagers by a Hutu militia in 2009.

The judges ordered the release of Callixte Mbarushimana, saying there is not enough evidence to support the charges against him.

Prosecutors said they would send the case to appeals judges and quickly filed a request to halt Mbarushimana's release pending the outcome of the appeal. If judges reject the request, the court has to find a country willing to accept Mbarushimana before he can be released and it is not clear how long that could take.

Prosecutors had accused Mbarushimana of being a senior member of the Democratic Forces for the Liberation of Rwanda, known by its French acronym the FDLR. The group is accused of unleashing savage attacks on civilians in the North and South Kivu provinces of Congo as a "bargaining tool" to win power.

If he is freed, Mbarushimana would be the first suspect released from ICC custody since the court's inception in 2002.

In February 2010, judges refused to confirm charges against a Darfur rebel accused of attacking African Union peacekeepers, but unlike Mbarushimana the rebel, Bahar Idriss Abu Garda, was never taken into custody.

In an unusual case at the court, prosecutors accused Mbarushimana of contributing to crimes from a Paris apartment "by orchestrating an international campaign of propaganda and extortion" to force Rwanda to accept the return of the rebels who had fled the country after its 1994 genocide.

In a majority decision, a three judge panel said evidence presented at a preliminary hearing in September was not strong enough to merit sending the case to trial.

The evidence was "not sufficient to establish substantial grounds to believe that the Suspect encouraged the troops' morale through his press releases and radio messages, and, therefore, he could have not provided ... a significant contribution to the commission of crimes," two judges wrote in their decision. The presiding judge at the September hearing, disagreed, saying Mbarushimana should have been sent to trial.

Nick Kaufman, the lawyer who represented Mbarushimana at the preliminary hearing, praised the decision.

"We welcome this brave decision which is a moment of truth and vindication for Callixte Mbarushimana," Kaufman told The Associated Press in an email.

Mbarushimana was arrested in Paris in October, 2010, and transferred to the court in The Hague.

He faced 11 charges of war crimes and crimes against humanity but always maintained his innocence.

The FDLR was established by former guerrillas accused of genocide in Rwanda's 1994 ethnic slaughter. After moving to Congo, the FDLR launched attacks on Rwanda aimed at ousting the government in Kigali.

Knowing they could not win a conventional military campaign, the rebels retreated to the dense forests of eastern Congo and from there went on a yearlong killing spree that left hundreds dead and forced thousands from their homes.

FDLR fighters "killed, raped and tortured civilians in this region. They carried out pillaging and burned down entire villages," deputy prosecutor Fatou Bensouda told judges in September. Women were raped, often repeatedly and by several attackers in turn, she added.

After the Rwanda genocide, Mbarushimana went to work as a software programmer for the United Nations in Angola and then Kosovo.

He was arrested in Kosovo at the request of Rwanda but released in 2001 because Rwanda failed to properly prepare his indictment. He was later indicted by the Rwanda war crimes tribunal, set up by the U.N. in Tanzania. But his case was dropped.

Gregory Alex, a senior U.N. official who has worked in Rwanda and Congo and has long wanted to see Mbarushimana face trial, told the AP he was disappointed by the decision.

"He should be arrested and tried for his crimes. There should be loud criticism of this," he said.

Alex said the order to release Mbarushimana comes at a time when authorities have been making headway in efforts to dismantle the FDLR.

"We've been making good progress," he said, adding that 169 FDLR fighters surrendered in November.

ERDEVEN, France (AP) ? High winds beached a cargo ship on France's jagged Atlantic coast and some of the 220 tons of fuel on board leaked out, threatening a local beach.

The 19-member crew of the "TK Bremen" was evacuated by helicopter early Friday as the vessel ran aground off Erdeven beach in southern Brittany, on the northwest coast of France.

The prefecture of the Morbihan region said in a statement that a kilometer-long (0.6 mile) strip of fuel was headed toward the beach. A giant nature preserve of dunes and wildlife runs through Erdevan, one of many small coastal towns that attracts tourists for its natural beauty.

The local government warned people to stay indoors as rescuers pumped fuel from the hold of the Maltese flagged ship in a bid to empty it.

The French electric company said Friday some 320,000 homes were without electricity as winds of up to 130 kilometers per hour (81 mph) blew across France, triggering alerts in numerous regions. Most of the outages were in the country's west, but some areas in the east and southeast were hit as the storm moved across France.

Heavy rains in low-lying areas and hurricane-force winds of up to 150 kilometers per hour (93 mph) lashed neighboring Switzerland, and train connections and boat services on some lakes in the Alpine country were disrupted. Swiss airports canceled or diverted dozens of flights ? with more than 100 called off at Zurich's hub alone.

Zenonia, Swiftkey X headline day 9 of the Android Market sale

There's two days to go before the Android Market returns to normal, as we enter into day 9 of its sale to celebrate the download of the ten billionth app. Only one, Swiftkey X, has come back for a second helping of the sale. Jerry Sandusky Hearing Live Updates: Ex-Penn State Assistant ...

Jerry Sandusky walked out of a Bellefonte, Pa. court moments after he arrived, waiving his right to a preliminary hearing and sparing the former Penn State assistant football coach the humiliation of having his alleged victims outline their accusations of sexual abuse in open court.

The decision to bow out allowed Sandusky's legal team to avoid potentially damaging revelations about their client, who stands accused of more than 50 counts of child sex abuse. But it also means that Sandusky's attorneys passed on an opportunity to take a look at the prosecution's playbook before the case goes to trial.

Sandusky is scheduled to be arraigned on Jan. 11.

Eleven victims and witnesses were expected to testify against Sandusky. Following the preliminary hearing, a judge would have decided whether there was enough evidence to put the former assistant coach on trial.

The preliminary hearing was expected to provide new details that were not revealed during earlier grand jury hearings. Those details may have further tarnished Sandusky's reputation -- but they could have helped his defense team concoct a strategy before going to trial.

Sandusky's decision to waive the preliminary hearing has sparked speculation about a possible plea deal, though prosecutors insist there have been no such discussions.

Sandusky has denied all of the accusations against him

"We fully intend to put together the best possible defense and stay the course for four full quarters," Sandusky said while leaving the courtroom, according to the Twitter feed of Pittsburgh Post-Gazette reporter Ron Musselman.

In a news conference, Sandusky's attorney Joe Amendola said his team made the decision to waive the preliminary hearing after realizing they would not be able to use it to conduct a "reasonable cross-examination" of witnesses.

Amendola said "credibility" would be the main factor in the case, and insisted it was the state that forced witnesses into the courtroom this morning.

"We did not drag people into court, in fact we tried to avoid that," he said.

Earlier this week, Amendola said Sandusky was "looking forward to the opportunity to face his accusers."

The allegations against the former coach have lead to the ouster of football coach and Penn State icon Joe Paterno as well as university president Graham Spanier.

Amendola concludes his statements. Attorney Ben Andreozzi, who represents "Victim Four," reads a statement on behalf of his client:

This is most difficult time of my life. I can't put into words how unbearable this has been, physically and mentally. I can't believe they put us through this only to waive the hearing. Regardless of decision to waive, nothing has changed. I still will stand my ground and testify the truth.
I grew up in an Italian family where we all hugged and kissed everybody. Grandparents patted our butts. It wasn't about sex.
I don't want to be here, folks. I have a very active practice in a small county. This case is taking up a lot of my time.

Sandusky's attorney, Joe Amendola, says he hopes his client will speak to the media -- despite much-criticized interviews with The New York Times and NBC's "Rock Center."

I'd like [Sandusky] to talk to media because he has a lot to tell you. We have to evaluate under what circumstances it can happen. ... We have a number of these kids, who are no grownups, who will testify on Sandusky's behalf. Everyone who's come out on Jerry's behalf have been trashed. But they will come out. Jerry will fight these charges.
"I think the commonwealth is out to get [Sandusky] in every way they've handled this case ...

Jerry Sandusky will not be in court on Jan. 11. He will waive. Please don't make reservations. You won't need them."

Sandusky has waived formal arraignment on Jan. 11. Amendola says his client will plead "Not guilty."

"We wanted to cross examine Mike McQueary. The credibility of McQueary has been put into great question prior to today. Having realized McQueary's credibility was already in grave issue, we decided it made more sense to waive this hearing and work on defense. Many of the alleged victims already have civil attorneys. What greater motivation could there be to say 'I'm a victim' than money?"

"If Jerry Sandusky is innocent, which he's maintained, then he's a victim. He's on house arrest and the media has been outside his house 24/7."

I can imagine this day is terrific for my client as well as all of the other victims who now do not have to relive the horrors that they experienced up on the witness stand, and they have achieved the same results as they would have, had they had to testify."

CNN reports that the courtroom "erupted in conversation and laughter" upon Sandusky's announcement that he would waive his right to a hearing.
